It should not be regarded with any surprise that energy consumption is greater in summer than in winter. The then incoming CEO of TXU(remember them?- Texas Utilities) who owned part of out electricity system exclaimed he would need to do something about that. the encouragement to increase consumption during summer was a deliberate marketing exercise and in hindsight very successful. A perfectly predictable result of privatising electricity. When these factors are considered, the Kennett claim of 'saving ' taxpayers unnecessary expenditure falls very flat. The costs for compensating the coal fired generators alone is a significant impost on taxpayers, all predictable in 1996. Then Premier Kennett was asked about how missions would be controlled under a privatised generation regime, his response, government should have no place in the market.

Roll forward 15 years to the carbon market, and the rent seekers demanding compensation. All this part of their business plan.
